Mitigation for loss of recreational opportunity is the burning question at the heart of industrial use of public lands. Is mitigation required? No! Does mitigation occur? Rarely! The decision to mitigate the loss of recreational opportunity is left up to the parties involved.
The CDAO has actively pursued mitigation for the loss of recreational opportunity in Coos Bay and Yaquina Bay. The outcome of our efforts has had a positive result in Yaquina Bay and has failed to achieve any result in Coos Bay other than we were allowed to submit our request to Army Corp of Engineers. Our conclusion is the Port of Coos Bay along with the ODFW and the Department of State Lands with the proponents of the Natural Gas Plant has failed to meet their collective responsibilities to the citizens of Coos Bay and of Oregon.
