Many mornings when I arrive at work before 6 a.m., a street sweeper is working Commercial Avenue or nearby. My questions are: How clean do these streets need to be? Is this a preventive step to keep catch basins from clogging with leaves or is there another reason? And, of course, how much does it cost?

Free internet in downtown areas is not only a public service but expected in this day and age. What happened?
